In Brazil villages are districts subjected to a municipality, they do not have mayors or departments of their own. Some larger villages can have an official local representative called 'sub-prefect', but said official is appointed by the mayor and not by the residents of the village.
Usually a rural municipality is made of several village discricts plus a town which servers as the municipal seat.

Basement stills are not a good idea if you're living on top of it. When they detonate, they do so with authority. Especially if there's not proper ventilation and air circulation.
The shiners here have their stills a good distance from their homes and usually in sheds that barely keep the rain out for that reason.

you might assume that most my jobs would be done in trondheim but no, it was everyehere else. actual profuction and creating anything of value is rarely done in any norwegian city it happends out there where the resources are. there is neither fish nor oil in oslo, bergen or trondheim, there are few farmers, heavy industry is elswhere, no shipyards, no hydroplants of importance and so on. but a lot of thoose who deal with it have adress in and pay tax to a city. just like my job. in reality its the rural areas that subsidize the citys.
