These are everywhere here now. Moped cars.
No drivers license needed, just a moped license and you can be 15 to drive them (18 for normal cars). Their top speed is 45km/h.

I think it's a keep-up-with-the-jones' arm race. I don't think americans necessarily love their cars, but anything less is seen as a regression, and social death (besides that fact that they don't socialize). A cyclist is already seen with disdain, but a pedestrian? Automatically registered as a hobo in most of the country; that's not an exaggeration.
