"Life" is just a certain kind of chemistry. It's obvious given the sheer number of stars that such chemistry exists elsewhere. Intelligence is also extremely common, even here on Earth. Human-level intelligence and tool use less so, but there's almost certainly multiple civilizations right now - possibly in this galaxy.
The actual question is "are they close?" and "have they visited Earth?", and that's when you get into the 'no' territory.
