It varies.
Currently at 1443 during a war against Poland and Lithuania I have an income of 67.06 and my tax base is 126.79.
As for laborers, what you need to do is make buildings, when locations have employment available for peasants, peasants promote to other social classes, I'll upload a pic later to explain it better.
As for getting a city, Magdeburg starts as a city, I just conquered it, I want to make Brandenburg a city but it's too expensive.

Look at the numbers I've marked.
1.Number of burghers, as you see it's negative, that means that there's a demand for burghers.
To increase the demand for burghers, you have to build buildings, each building level can employ up to a certain amount, for production buildings is 200 per level, this means that if you have 1 single buildings you will get up to 200 burghers plus a number of unemployed burghers that depends on some modifiers, unemployed burghers would instantly get hired when you increase the building level or add a new building, peasants will promote at the promotion rate until they reach the maximum number of unemployed burghers.
2.Number of peasants, they generate some food, but less than food RGOs, when the number of burghers is negative, they will promote, same for laborers, soldiers, clergy and nobles.
To promote to laborers, you can build laborers buildings or expand RGOs, expanding RGOs increases the raw good produced in that area, for buildings you can choose what building to build depending on demand, I generally just order them in term of profitability but some times for example if you want to build libraries you can first build papermaker's guilds, then scriptoriums (clergy building) and then finally libraries.

Yeah, but you need to make a specific kind of building to make them promote to labourers, and I wasn't making amy of those, only the ones from the burghers

It ended in a peace deal with Denmark taking some land form Sweden even though I did all the fighting against Poland, I can't wait to become fully independant from Denmark.
I'm catching up to Poland in population, once I'm fully ready I'm crushing them and getting all of Prussia.

Idk, I see the ai's provinces full of labourers and their base tax in that province is really high (80 ducats the one I saw)

Also I loaded Bohemia and Poland in my save and they have incomes of like 500 ducats, that's fucking crazy, I can't compete against that, that's why they build so fucking much, they have a monthly income of 100 and more, they need to touch that

Thing is, during this period of time Bohemia and Poland were doing good compared to other countries.
Historically speaking, Prussia could only defeat the Commonwealth because it was internally divided and had to deal with the Russians to the East, Poland at the beginning of the game is a stable realm with a relatively powerful and centralized crown, and it was one of the countries that dealt the best with the bubonic plague.
Similarly, Bohemia at the start of the game has a good amount of population, no internal division and the Bohemian king was the Holy Roman Emperor.
The real problem with Bohemia is that the emperor snags random territory in the HRE and that the Hussites aren't too hard to deal with so Austria (or alternatively it could be Bavaria or another rising German power) don't get the Emperorship.

They increase control and institution spread as thry increase in tier I think, also yes, I built all the bridges I can, they are cheap, but besides, what I need to look is how to increase the base tax, I read in the general that you need to increase critical RGO's and build one town per province to proccess the materials the province produce, don't know, will have to try

Btw don't automatize the building window, the ai's starts to build shit, in my case it started building military buildings when it had the chance, increasing expenses
