Italy is pretty safe, the homicide rate is very low and violent crimes largely due to immigrants.
Sounds like Texas should keep their national guard at home.

Most problems in cities can be resolved by giving people fake jobs just to occupy them. Japan does this well almost everyone in the country does some kind of bullshit job, and I don't think they care either they get enough to eat/live and everything is predictable. The US wants to pay talented people high salaries, this comes at the expense of people who don't have anything to offer. So your only solution is suburbs. No one moves to the US because they like it, they want you to work here and go back. Note how almost all US media now is negative, they're not even trying to advertise it to foreign people. Also why wouldn't you just take the money then go somewhere else where it's almost certainly worth more.
