The meaning of pardo in reality has changed like a million times, and being brown isn't even enough for some people nowadays. You got to have exclusive carachteristics of mixed people like curly hair or you are not pardo.

Secession is illegal, the only way a brazilian state, region, whatever, would be able to leave the union is through force and that's unfeasible. The 'O Sul é meu país' movement has organized unnoficial referendums before where less than 5 of the region's population showed up to vote, the result of those referendums was largely ignored by the federal goverment. There's no will for violent action either, most members are rather unmotivated and those who attempt to arm themselves end up being silently taken down or monitored by federal authorities, baited into honeypots from neonazi and other radical terrorist groups and detained for their affiliation.

South Brazil's secessionist movement is also new, it dates back to the early 90's, it holds no continuity to any previously existing secessionist movements (ie. Rio Grande do Sul's for exemple), the flag, the motto, the politics behind them are all modern.
The South also lack a shared identity, RS is gaúcho, SC heavly identifies with its german and italian diasporas and its colonial açorean population, Paraná is an extension of rural São Paulo. There's nothing in common other than a large(r) white immigrant population and the rather radical and foolish idea that other brazilians do not possess positive traits southerners came to associate with themselves, like being generous and helpful to strangers.
The region's main companies (WEG, Marcopolo, etc) are the driving force and backbone behind its economy and find in other brazilian companies their main clientele and supply partners, and many companies own assembling and distribution facilities outside the south, since a peaceful breakaway with Brazil is not possible, a violent one where the south becomes a country with Brazil as an hostile neighbor would cause significant economic disarray to the existing supply chain of those companies and the economy as a whole.

You would never achieve a violent secession, your worries would be far bigger than just economic instability. You would need a superpower like the US to support you for it ever work, but none will when your justification for breaking away is simply being whiter than your northern neighbours when you don't even have a shared identity.
