The idea is that larger price = more people, which means more work for the waiter. But a table of 4 eating 3000 bucks worth of food is just overpriced food.

It depends. Technically, there is zero legal requirement to tip and it's basically "you did a great job, here is my generosity!" But a certain kind of low class person doesn't view this as generosity, but part of their paycheck (you can partially blame their employer, but they did sign up to work for whatever an hour, so it's not like they're entitled to anything either) so they'll go off on you. If you frequent the restaurant, expect to be treated poorly and perhaps not even seated at all.

Tipping culture in the US was the biggest union bust for the services industry. Corporate America is fully onboard because tipping gave them an excuse to underpay employees. Food servers aren't the smartest people so they are fully onboard with the tip extortion stuff.
