Is it true that if you haven't learned a second language by a certain age your brain loses the ability to? Am I cursed to forever be a monolingualet?
No you don't lose the ability to learn and remember. But when you become an adult the amount of time you have to study languages decreases. Learning language is all about immersion so you won't be able to learn as effectively if you can only spare 1-2 hour a day to study a language

In fact, one of my friends in her 80s started learning spanish a few years ago through community classes and she’s really good. Well, her accent sucks. But her grammar and vocab are great.
