Nominally every Reichskommissariat would be literally a part of the Greater German Reich. This would include Sweden. In propagandist maps of that timeline Europe would basically look like this. All the Kommissariats would've de jure been inviolable parts of the German states. This is based on historical ideas about what the future post war would look like. The New Order Hitler envisioned is a lot less well defined but thinking that these states would just be independent and not essentially satellites states, more controlled than even Warsaw pact states were IRL is a bit silly. Finland would not have had any control about their foreign or military policy and a substantial German vested interest in industry, education etc.

Every continental Germanic country would belong to the Reich, the Eastern territories would be gradually depopulated of Slavs and settled by Germanics, the Balkan countries would be absolute satellites, France, Italy, Spain, Portugal and Finland would be independent, but their economies would be integrated to the Reich (something close to the EU, I guess). The UK and Ireland wouldn't be part of that economic union.
