Why don't they just pick up the trash and at least dump it in a landfill or something? If communities got together they coudl clean up their streets in a couple days, and more importantly, keep them clean. Do they *like* trash?

Some of those communities actually do that, especially in small villages.
In a big city it's inevitably left to the administration which is often lacking.
