The retention rate for "skilled labor" (medical staff, scientists, university people, etc), is particularly bad, I think it floats somewhere around 75%? Canada has gotten so close to migrant labor, not just because employers fucking love migrant labor (though that obviously helps), but because the government sees it as an effective strategy to circumvent the issue of retention while still receiving the economic benefits of migrants. More or less all of the "permanent gains" in population growth in Canada have been through natural births, especially natural births within Quebec. If I had to give maybe the best historical example of this situation: Canada accepted something like 300,000 or so Vietnam draft dodgers and deserters, and only 40% of them ended up permanently staying in Canada. The majority of them eventually returning to Canada. People say lots of nice things about Canada, but from the government's perspective it's actually really difficult to get people to stay. Not that I'm convinced they're trying their best.
