you are more or less blocked from expanding through annexation, you have to make swarms of one province vassals out of all your conquered land and have them integrate and convert your provinces for you, then diplo-annex them.

Internal factors

Political instability: After the empire's period of greatness, the central authority weakened due to internal conflicts and a succession of weak rulers.
External pressures: The empire faced simultaneous invasions from multiple sides, notably from the Mongols from the north and the Byzantines and Serbs from the south.
Fragmentation: The empire became increasingly vulnerable and fragmented into several smaller, semi-independent states, which were easier for an external power to conquer.
Tense peace and vassalage: In 1371, the Bulgarian Tsar Ivan Shishman declared himself a vassal of the Ottoman Sultan, but this did not stop the Ottoman advance.

External factors

Ottoman expansion: The Ottoman Empire was a rising power with a strong military and a clear expansionist goal in the Balkans.
Strategic conquest of key cities: The Ottomans systematically conquered important Bulgarian cities, such as Sofia in 1382 and Tarnovo in 1393.
Final conquest: The defeat of a remaining Bulgarian kingdom in Vidin in 1396 marked the final end of the Second Bulgarian Empire, ushering in centuries of Ottoman rule.
