it was the same in south eastern europe except with Italians/Greeks instead of Germans

The French have a "peculiar" habit of labeling the entire southern half of the country as "South", while keeping the label "North" to Just Picardy and Nord (I.E. French Flanders). As a result, places like Normandy, Brittany, and even Paris are not considered part of the "North", even though they are geographically located considerably above the "South", so the remaining "North" is considerably poorer and less relevant as a whole. The "trick" of this map is that It considered Paris as "North" and that It's enough to shift the balance

Still, the fact that the French managed to turn the flemish region which they annexed in the past into one of the poorest places in the country is impressive, considering that the region is one of the richest in Europe since the Middle Ages (with a decline in the 19th century but a return to the top in the 20th century). But still, the part that ended up in France is poor even by French standards while Belgian Flanders is considerably wealthier than France as whole per capita. I guess the French Flemish just aren't lucky.
