How realistically is The Wire when it comes to, you know, city police doing basically everything.

So, for example, in season 2 we have a bunch of dead girls coming in a container, they were shipped from overseas and were probably part of a human trafficking operation that was going on for some time.
How the fuck THE CITY POLICE is the one that's gonna handle the case? Shouldn't it be the FBI?
Not only because of the human trafficking going on, but because the cargo came from another country and was full of eastern european girls?
