I usually assume that whenever people talk about "China" that they're talking about the PRC, as opposed to the Taiwan-based RoC.As of 2025, Korean-based SK Hynix and Samsung still hold a majority of the DRAM market share, at over 80%, so even though South Korea is not really the top player in semiconductor manufacturing anymore, it makes sense to me to assume that, because IC manufacturing is discrete, RAM manufacturing could be done from start to finish at a single factory in, say, South Korea, even if the rest of the circuits in a computer were manufactured elsewhere.
