Unironically Mexico and Japan.Mexico with Japanese levels of safety, efficiency, and admiration for their ancient traditions and architecture would be so kino. Imagine a sprawling city built around the Pyramid of the Sun like how Osaka is built around ancient kofun tombs. Imagine cute Mexican girls wearing traditional Mayan and Aztec costumes.
