It isn't easy. They need proof of income just like you, but you would never accept working in the fishing industry for 1 400 USD per month.
Their Visa ties them into low paying low skill physical labor type jobs. With the Humanities and Engineering Visa which you need a degree for you are not bound by such restrictions.

My aunt used to work at Toyota there and still lives in Japan. You really only need to learn Japanese.
