Pretty much every place that is unsafe is either unsafe for everyone, or you walked into the clearly delineated areas marked that say "do not go" while ignoring the locals telling you to turn back or ask if you are visiting family/friends out kf some mix of curiosity and concern.
Following tour guides is safe in any country.Back alleys and slums are life-threateningly dangerous everywhere.
