Maybe the og zetas were far better trained and led than the modern national guard, but they've been done and dusted for a while. The problem is leadership's unwillingness to actually go out and crush the cartels (since they are also profitting from drugs, and the US is involved in some way), and the cartels' willingness to user bystanders as meat shields or some other type of collateral.
