In America, we have what are literally called "organ procurement organizations" (OPOs) and their entire business model is that they act as a middleman in taking organs from one hospital with a potential donor to another hospital where they have a recipient. Their workers hang around hospitals like vultures scouting out potential donors and waiting for them to die so they can get the process started as quickly as possible. The hospitals pay them for this because they make even more money on the extraction and transplantation surgeries.The government heavily subsidizes these organizations and the subsidies are based on the number of transplants they facilitate. This provides an incentive for them to get as many organs as possible and apparently the targets have increased over the years to the point where they have a reputation for being extremely pushy and have actually lobbied the government for a reduction in the criteria that need to be met for someone to be declared deceased so their organs can be harvested. Health care workers who deal with them at hospitals have a massively negative opinion of them and tend to opt out of organ donation at much higher rates than the general public.
