Best indoor temperature is 22.5°C btw.23°C is too warm, 22°C is too chilly. 22.5°C is just right. With a slight crack in the windows to let the fresh air in.

So we have hideously uninsulated houses coupled with a constantly damp climate. Even newbuilds seem to suffer from this but it's most likely because developers are jewed and like cutting costs rather than building good quality houses.
