Many tourists buy a lot of Japanese goods when they go to Japan, this helps Japanese businesses, and tourists exchanging foreign currencies for the Yen boosts it and makes imports cheaper for Japan.

The one benefit it has is it can promote culture, but there are better alternatives.

Failure of economic reasoning. Japan would not be more productive without tourism (in fact unless it would mechanically lead to major pro-productivity policy changes which is unlikely it would be even less productive) so Japanese people would not be able to afford more. It would just require more active thought to make the connection between less tourism and more expensive imports than it does between more tourism and higher prices in specific neighborhoods
