The ocean water is cold so the sun can only heat it enough to create fog but not any rain, the peruvian southern coast is the driest desert in the world in terms of rainfall. To the other side the Andes block any humidity from the atlantic. There are a couple valleys where the humidity seeps through though, they look like pic related.
