>>217743439They do but they really aren't going to bother unless a) you try to run off with something expensive or b) you steal enough that it crosses the threshold from misdemeanor to felony in the local jurisdiction, at which point they'll report the person to the cops. To combat shrinkage (shoplifting) of stuff that gets stolen a lot, they'll put everything behind locked glass.

>>217746025This sounds great in theory but mileage varies. Great example of this is Oakland. Oakland's attorney general doesn't like the government so she doesn't prosecute any theft. But as soon as you go across the street into the Emeryville, which is in the adjacent county, laws are enforced and you'll go to jail for stealing a $4 snickers. Which I've witnessed before. Oakland's surviving retail stores either hired armed security to stop people that don't pay or are run by arabs that will let you have it but steal your phone instead.
