Most parties have the main, women, and youth arms, each with their own organisational structure and leaders. So, you join the party's youth when you're young and go up the ranks. You are expected to be a firebrand and do outrageous stunts when in the youth wing. At 40, you graduate to the main party where you are expected to have gotten it out of your system and calmed down a bit.

Some 40 something guy she‘ll say „Yeah, he might be X but he‘s still a good kid I‘d say.“. Generally/Objectively I‘d say you stop being young at around 20-25 and you stop being a kid once you hit puberty.
