Pickup truck manufacturers figured out that they could expand their customer base by marketing the pickup as a lifestyle, not just a work vehicle. It worked, but all of the big trucks made people feel unsafe driving normal-size cars. Most countries automobile pollution regulation makes a distinction between a personal car and a goods carrying vehicle because due to obvious difference in size and weight subjecting them to the same fuel economy and tailpipe emission standards is impossible.

Within the EU everything below 3500kg is a car, everything above 3500kg is a goods carrying vehicle (truck) and everything with more than 9 seats is a bus making an implementation of dual standards quite easy, especially since even prior to emission standards a "truck" had other requirements like an obligatory tachograph and different licensing requirements.
A Toyota Hilux, Mercedes Sprinter or a Ford F-150 within the EU is a car but in the US all three are trucks.

American regulations are older and thus much more poorly defined because all a vehicle has to do to quality as a light-duty truck and be held to much less stringent emission standards is like check a few boxes on a list of completely arbitrary features with vague definition.

Auto manufacturers present in the US have used this loophole for decades and steered the consumer preferences towards vehicles that classify as Light Trucks so they can spend less money on development and push bigger horsepower numbers which sell in North America.

It doesn't "favor them", it can't apply to them because in order to apply it'd mean SUVs and trucks would have to be made out of tissue paper. They wouldn't exist at all, just like the station wagon.
