When Israel was being settled, lots of languages poured into the region: French, Italian, Russian, English, etc. the first modern day person to speak Hebrew as a first language was Eliezer Ben Yehuda's son and that was in the mid to late 1800s.

No, that doesn't mean that people didn't speak Hebrew, just that it wasn't a first language to anyone. So you had people speaking in different accents, using different vocabulary, etc. but a lot of times it was just simpler to speak in English or Russian or whatever depending on who you spoke to.
