Rain and snow would turn the wheels fucking pitch black and the pads would wear down in a few days. I highly recommend disc brakes. You just mount them and forget about them. You can buy a kit like picrel for €50 and you get everything you need (as long as your frame and fork has the mounts and the wheels have disc mounts). Even the cheapest crap supermarket bike has them today.
