The state will always bend over for the most efficient means of production and strategy.
That's irrelevant. I mean that within that state there will be groups exploiting the cosmopolitan nature of communism, reproduce, secure their population, expand and eventually overtake it.
By doing so they will undermine competing groups as well.

Jews for example were, before the stalinist purges and so forth, very involved in the institutions of the USSR because they act like a cult and undermine competition within the socialist regime.
This is bound to happen in any communist regime.
There will always be minorities and groups taking advantage and exploiting said advantage to expand themselves.
