But you need a strong and singular identity, and culture and language, that is actively encouraged if not enforced. Though since everyone is already part of this somewhat engineered identity and perception of identity, it's a little more complicated as rather than indifference to the assimilation, it can cause reaction and rejection. In the past people had a different view of things and could readily be assimilated as they just follow their environment, it's natural, without any of this self-consciousness.
