As long as old people hold onto housing and refuse to do ANYTHING with it until they have to sell it and move to a retirement home means housing stock is a mess. Not to mention shitty zoning, governments refusing to push for denser housing or actually incentivise developers in any tangible (or non corrupt) way to build. Boomers NIMBYing until Kingdom Come. It's extremely multi-faceted.
