A leader of what and who? Europe doesn't follow America's lead, if anything they followed the USSR's. They just didn't like the idea of being ruled by Moscow, but loved everything else.

There really is no competitive navy outside of the US, they inherited the world that the Great Britain built. I'm not surprised that boomers in Japan liked Americans more because that was during the Cold War, the US stopped exporting media because propaganda no longer matters there's no USSR so if there's tight trade controls they could hate the US or not even know it exists and they wouldn't care.
