Economics is the study of scarcity so are they asking what country creates the most scarcity? Because the US just sells tech mostly, you can't really economize something like a patent and every country makes their own stuff anyway it's only really the resources that are ever in demand. I will say I think China is doing a great job at making labor scarce considering the amount of automated factories they use, if those were set up in the EU/US boomers would have morphed into domestic terrorists, they were already pissing themselves because of CNC machines.

Overproduction only works if you have a market it to sell it to, otherwise you're just amassing garbage. That's part of the reason the Great Depression happened, the US wanted to produce things in great volume but also wanted to be isolationist. China isn't isolationist so crisis averted. Without the financial shit you'd never find out who actually wants the stuff produced.
