No one considering the space race was just a front for the public so militaries could develop ICBMs for MAD and both sides of the cold war maintained similar capabilities of striking hence why the world hasn't yet become an irradiated wasteland
depends on what metric i guess, soviets were responsible for some historic "firsts" but all in all america did the most and got more out of their achievements than the soviets ever did. in the end, everyone on earth no matter what country who were ever curious about astronomy and yearned to know more, won
