If something is incomplete we say it's circumcized.

E.g. same GPU chip but with more deactivated compute units (like 5070 vs 5070Ti), then we say the weaker version has a circumcized chip. Or a car variant with less PS has a circumcized engine. It's not slang, just a normal phrase, magazines etc will use it as well.
