Prior to the most recent Trump administration, 99% of customs charges were only ever assessed on business-to-business transactions. People would order shit from overseas but it would either 1) fall below our $800 threshold* at which customs charges start being assessed, or 2) have that shit baked into the original price by the seller and then the seller would handle all of the details without the buyer ever knowing about it. This means Americans are practically illiterate about how international trade works and many probably think along the lines of "I order stuff from China all the time and never saw any impact from tariffs during the first Trump administration so it will probably the same this time" because they didn't know any better.(*: I don't like Trump personally but if you want to know why he's President consider the fact that the retards in both parties actually thought this $800 threshold was a good idea.
