And while Wilhelm II. was a sperg in many regards (international diplomacy and internal development or the lack thereof) he still had a softer side and cared a bit about the common people as seen by him pressuring some of the owners of the coal mines to give concessions to the striking workers.Geopolitically some eastern european states would have been "extracted" from the Russian Empire (which probably would have still collapsed and formed into the Soviet Untion) and would be protectorates/vassal states towards the German Empire. Anything else depends on the following governments and the concrete way the German Empire managed to win the war.
