Why do skyscapers in Third-World countries have these very blue-tinted windows on them. Anytime I look at skylines of cities in poor countries, the buildings always have these windows.

Highrises are interesting because they're almost always ugly buildings but you don't notice it that much if there's a lot of them next to each other
