I think that in countries with a hot climate people don't tend to fetishize feet. I used to live in Vietnam (it's a shithole, I know, but that's beyond the point) in a region where's it's always hot, so most women wear open toe footwear. From what I know, guys over there tend to fetishize skin whiteness, breast size, buttocks etc.
