If You don't speak English You can't understand the prevailing narratives in economics/ pol sci and You also cannot be proficient in tech or science ( although programmers are usually pressured to learn English other workers arent). What this country needs is to not allow dubbings ( which is what Nordics already do). Anyone who wants to watch a movie at the movie theater should be forced to do so in English ( ideally on Netflix too).

The Japanese have an excuse because their language is too distant from English, but Spanish speaking countries dont have a valid excuse.The world makes fun of Americans for their inability to learn foreign languages, but they have been able to dominate the world in science, technology, economics and pop culture thus making their language the lingua franca. Consequently they dont have to invest time into learning a language, which is undoubtedly more impressive than learning foreign languages.
