It's more of a political thing if anything, since there's a lot of similarities between us and Rome, plus our whole government is based on the republic. I think with Britain specifically it's more generally Greco-Roman civilization being the foundation of European civilization as a whole, so the Romans are their predecessors. As far as it goes in British culture that's not the case. There was an entire movement in the 18th century about romanticising ruins, it's not some new American thing. People appreciate partial reconstructions because to them it feels real and genuine, and that's how it's been in our culture for centuries.
