The only reason why it is true is because it's one of the ways to get out of this shithole. Most successful athletes eventually go to live in normal countries in Western Europe or the USA. (around 20-30% of men and 80-90% of women)

Brazilian servers suck because of brazilians, not because of connection. I'm from SP and in pretty much every game I get 5ms or less. Still, I'd rather play on a 200ms euro server than with macacos.
