Are Persians capable of democracy?

For context, across the same tinescale europe went through:Democratic city states with direct democracy -> Representative republic -> Autocracy that had to give lip service to democratic will -> Popular religion ran democratically that overthtrew authoritarian rome -> monarchies -> Revolutions installing parliamentary republicsWhenever an age of authoritarian rule spreads across europe, there is a popular revolution to replace the ruling system. Iran has NEVER seen a democratic revolution.
