Brutalism is big in North Korea because they rely mainly on concrete and don't have access to more modern stuff, modern architecture requires precision metal working, complex metallurgy, insulation etc.
Concrete doesn't allow for as much expression, because it's heavy as shit, so concrete buildings, by nature has to have a distinct brutalist look
