I think its because due to the fact that racism in latam was more moderate than racism in America in the past, it became more resistant. There has been a lot of activism in America to increase the representation of black people in media, education and in some industries, but the same did not happen in Latam for non whites, they are not well organized and they also dont really have the western mindset of thinking of themselves as oppressed people.
