While I was shoveling?Exactly.XしていたらYした expresses that an event (=Y) happened while (you were) doing X.As a side note, when you attach a verb to the ら form, you always need to change it to the past tense no matter whether an event happened in the past or not.>公園を散歩していたら、友人と会った。>I ran into my friend while (I was) walking in the park.>遅くまで起きていたら、母さんが怒る。>My mom gets mad if I stay up.When it comes to Xしている時にYした vs Xしていた時にYした, either is fine and there's no difference in meaning between the two.>公園を散歩している時に、友人と会った = 公園を散歩していた時に、友人と会った
