It's sometimes better to fund wealthy student to study overseas than less wealthy if you are a less developed nation. Without sufficient industry to absolve these talents, they will simply leave for better job overseas. India is the best example, they have so many IT talents, many of them even become CEO of top IT companies in America, but very little went back to India and India IT industry is still small. The best use of these talents is for them to start new companies and assist in building the industry that could later absolve similar talent and in this case, a wealthy student is more likely and more capable to do so than the less wealthy.
