The state opened up a bunch of factories and companies a lot of which later turned out to not be profitable at all but were kept up to keep up the illussion of everyone being able to get a job. This resulted in people barely putting in any effort to learn a skill and make something out of their life because they knew had a job waiting for them where they basically sit around and do nothing
