Black Americans have contributed much to American culture. Modern youth culture itself is heavily African American influenced. So it would be fair to say that they are "lieutenants" in western culture while white Americans are "generals". Therefore, by being major contributors to defining what western is, they clearly outrank Europeans who sit passively and have no impact on what is considered Western. They are not innovators. They just copy whatever America does and have for the last like 80 years.
