We have that app and some others, only really good in cities.
A lot of convenience stores in more rural areas give you discounts for food if it's getting thrown out soon, some small grocery stores do this a lot too. Sometimes it's official sometimes it's more under-the-counter by the clerk and not a consistent thing.
And finally we have things like imperfectfoods and many others which sell people vegetables that are fine but "look weird"/mutant looking shapes so they get filtered out by the auto picker bots which apparently can still distinguish between them and spoiled ones.
So again especially in cities but you can get boxes shipped to you of ugly looking vegetables for very cheap, but you don't pick what you get.
In the country you just get free eggs from your farmer's wife coworkers especially during the summer because their chickens are laying too many.
